The Democratic Coalition for Change Government has engaged three Special Economic Zones’ (SEZs) technical experts from the Philippines to assist the government taskforce to help finalise the SEZs Bill in preparation for its tabling at the next Parliament sitting for this year in July.
The three experts signed their 10- weeks Contract of Employment with the Solomon Islands Government yesterday afternoon together with the Permanent Secretary for the Ministry of Commerce, Industries, Labour and Immigration, Mr. George Kosui and the Permanent Secretary for Finance and Treasury, Mr. Harry Kumar.
One of the senior experts told the officials of the Prime Minister’s Press Secretariat that his team brings with it vast experience in SEZs legislation drafting and looks forward to assisting Solomon Islands with its SEZs Bill.
He said from his personal experience , as someone who has been heavily involved in drafting SEZs legislation and an operator of one of the biggest free-port special economic zones in his home country, he understands the needs of foreign investors and how to structure foreign investment requirements in SEZs legislation to attract foreign investors.
The cost of implementing any SEZs legislation depends on the availability of infrastructure and in the case of the Solomon Islands, the expert suggested that a PPP (a Public Private Partnership law) be also legislated along with the SEZs legislation to bring in investors for supportive infrastructure developments like the construction of ports, roads, bridges and airports.
