In December 1994 Dr. Herman Oberli, then an orthopedic surgeon at the National Referral Hospital (NRH), together with Dr. Silent Tovosia, brought up the idea of inviting Robert Freling, the director of the Solar Electric Light Fund (SELF), a Washington, D.C.-based non-profit organization that promoted photovoltaic rural electrification in the developing world, to Honiara to discuss the idea of initiating a solar power project in Guadalcanal.
